We are pleased to share some greetings from distinguished Program Partners of PROJECT CARES RS10P (Coalition of Advocates for Roads, Environment, Safety, and Road Safety Decade Program) created in 2010 as our response to the UN CALL for the Decade of Action (2021-2020).

Message is from Retired Brigadier General MANUEL B. FELIX who is one of the first Program Partners representing the Provincial Police Office and has since been our staunch supporter and program collaborator until now. Currently, he serves as Assistant Secretary at the Office of the Department of Interior & Local Government (Peace & Order) which is the office in authority over local government controlled agencies --- which significantly makes ASEC MANUEL FELIX a very important network in the present PROJECT CARES RS10p operations liaising with government heads and public officials.
